The main priority in a sudden emergency is to keep people healthy and alive. Occurring disasters, various natural disasters, a number of man-made harmful factors and the outbreak of war are dangerous for the working personnel and for other people who live near the operating enterprise. Therefore, the organization of civil defense is carried out in LLC and at any commercial facility.
Since the spring of this year, all, without exception, commercial enterprises should be engaged in carrying out planned civil defense measures, ensuring the preparation of employees for protection and taking the necessary actions in a sudden emergency.
The basis of GO at the enterprise
The routine and compliance with the developed safety rules will help to avoid any dangerous situations at the operating enterprise. Each of the employees must know the measures for civil defense and emergency situations at a small enterprise, as well as their actions in dangerous situations. Managers to whom people are subordinate are obliged to provide the necessary knowledge, skills and abilities to their subordinates.
Who should be responsible for civil defense in the organization?
Many people today are interested in the question of who is engaged in civil defense at the enterprise and by whom the plans of the organization's civil defense are approved. In organizations, such responsibilities are assumed by the manager.
The duties of a specialist who conducts civil defense at an enterprise are:
- Planning of actions to be performed on civil defense.
- Drawing up a special educational program for on-staff employees.
- Ensuring the implementation of briefings, as well as the necessary training measures for GO for personnel in accordance with a previously prepared program.
- Development of an evacuation plan for working people and existing cultural values.
- Maintaining the installed notification systems in working order.
- Availability of a stock of resource funds for GO.
All issues related to the civil defense belong to the competence of the immediate supervisor, because in accordance with the current legislation, he and his deputy are, in the event of an emergency, the chiefs of the created civil defense headquarters. It is they who are fully responsible for the organization, as well as the actions performed by the personnel, and their prerogative is to make competent management decisions and issue orders in relation to people and values, as well as organize all types of actions and planned civil defense activities.
The main document of the created headquarters is the developed plan of measures for civil defense. This is a detailed set of special measures to maintain the necessary security during an emergency for a peaceful period of time, as well as a separate document for the time when there is a military conflict.
Attachments to the prepared plan can be:
- separate developed complexes for taking measures in case of emergency for all divisions of an operating enterprise;
- the territorial plan of the organization with the obligatory indication of the evacuation routes;
- developed instructions for stopping the main units of an operating enterprise;
- precise layouts of alarm systems;
- listing of nearby medical institutions that are constantly ready to provide assistance.
If the object is potentially unsafe, then, in addition to such tasks, it is necessary to resolve the issue of creating a special rescue unit in case of unforeseen situations.
