Recently, many citizens of the Russian Federation have been trying to find out whether the TRP norms are mandatory or not. People are divided into two camps and hold opposite opinions. Let's figure it out.
Participation solely of your own free will is one of the main conditions for holding this event. In any center where testing takes place, you will be unambiguously answered the question: "To pass the TRP: is it obligatory or voluntarily?", Of course, only voluntarily. Yet many people in our country are plagued by doubts.
Uncertainty about this issue is mainly due to two reasons. The first is that teachers in many schools force students to pass these tests. Educational institutions are fanatically rushing to join the ranks of those who have already implemented the TRP in their education system. They actively set deadlines and order all their students to register on the official TRP website, despite the fact that there are no legally approved documents that would indicate for whom the TRP is mandatory and whether anyone is obliged to undergo this testing in principle.
The second reason lies in the misinterpretation of Dmitry Livanov's statement. Many argue that he allegedly said bluntly that starting in 2016 (and 2020 is no exception) all students are required to pass the norms. In fact, his words sounded rather like this: all schoolchildren will have the opportunity to pass the tests. And there is a big difference between these statements: the question is not who must pass the TRP, but who has such an opportunity. His statement is connected with the fact that the introduction of standards is planned to be carried out in three stages.
- The first stage began in 2014. The delivery of standards for the first six stages was introduced in only 12 regions of Russia. At the time, these events were mostly experimental, and the organizers' goal was to test the viability of this project. As you probably remember, by 2015 the popularity of the project was growing; tests were carried out among municipal employees and deputies.
- The second phase began in 2016. Now all students of the Russian Federation from 6 to 29 years old can take part in the event. The project is being tested for the elderly population.
- We will move on to the third stage in 2017. Now adults are allowed to take tests. Competitions will be held among civil servants and workers in other areas at the official level. Employers promise to reward their subordinates who have provided successful results: at work, these people will be given additional vacation days.
So, is it necessary to pass the TRP standards? Dmitry Livanov said that we had passed to the second stage, but did not claim that this is a mandatory delivery of standards. No one has the right to force you or your child to register on the site and necessarily participate in competitions. We consider the registration issue in more detail in a separate article. The same applies to physical education lessons. If in your educational institution or in the educational institution of your child a "obligation" is arranged in physical education lessons, then know: compulsory participation in these activities for schoolchildren and students is not justified by anything!
