In the spring, the Ministry of Emergency Situations announced a number of some additions to such an event as an introductory briefing for civil defense employees at the enterprise. If managers comply with all the requirements, their company will not be fined.
Conducting instructions on civil defense and emergency situations in the organization
The commitment of management to instruct employees strictly no later than thirty days from the start of their activities has become a major innovation this spring. According to the current provisions, acquaintance with civil defense measures will be carried out by all organizations and individual entrepreneurs.
The regulations of the Ministry of Emergency Situations on civil defense specify that its main subject is legal entities and all entrepreneurs, despite the area of their work and the number of employees present. Also, from the spring of this year, an introductory briefing on civil defense in power grid organizations is completely mandatory.
Also, entrepreneurs will be required to perform the following tasks:
- A program for induction training in modern enterprises.
- Education and training in GO.
It is known that quite recently the introductory briefing on civil defense and emergency situations in the organization was carried out at the request of the management, and the working personnel were trained as follows:
- development of the necessary program for training civil defense;
- training new employees;
- creation of a resource and material base.

Which organizations should provide training on civil defense?
Such actions should be carried out today by all modern enterprises and organizations. The law does not clearly indicate who exactly should instruct personnel. But we believe that it is:
- Qualified specialist who understands civil defense issues.
- Occupational safety specialist.
- Staff designated by management.
An introductory civil defense briefing in an organization is carried out only after the specialist has completed the necessary training. Also, such an employee prepares programs for upcoming events, supervises exercises and training processes.
The procedure for the implementation of training should be developed by a working enterprise taking into account the specification of the implementation of activities, as well as the personnel policy pursued.
As an example of civil defense briefing at an enterprise, the "Model created training program for the working population of civil defense and emergency situations" is suitable. The completed acquaintance with civil defense is recorded in documentary order. For this, a briefing journal is started, in which both sides of the event are signed. At the same time, the job description for civil defense in the organization is necessarily studied.
What does the induction training contain?
Any typical program of introductory instruction on civil defense at the enterprise is currently not developed by law, therefore the sample must be created by employers. To create a competent program of the familiarization process, it is recommended to refer to the "Model ready-made program for training the working population of civil defense and effective protection in emergency situations". It is used as a kind of instruction for carrying out such an event, despite the fact that its true purpose is not indicated.
The most effective will be to familiarize employees with the program, which is used for the training process of long-term employees in the organization. However, the awareness program as well as the annual training plan for staff members should be applied as separate documents. The sample document used provides for a training time of at least 16 hours.

Today, the following civil defense classes are held at the enterprise:
- A conversation about life-threatening factors from different sources in an emergency, as well as weapons for mass destruction.
- Conversation about the air raid signal, as well as the implementation of the prescribed actions.
- Training in the use of protective equipment.
- A comprehensive lesson on the implementation of competent actions by employees in a sudden emergency.
- A series of comprehensive exercises for the implementation of all actions by workers in the outbreak of a military conflict.
- Medical emergency training.
- Conducting a conversation about the necessary actions from the side of employees with sufficiently dangerous factors.
To develop a suitable sample of such a program for an ongoing lesson in HE requires taking into account the content of all topics of upcoming events. This is necessarily provided by the "Sample Program".

Recently it became known that the government will significantly help employers.
