The first steps
The civil defense plan begins with the creation of a template and its coordination with local authorities. The standard regulation on the department of state and emergency of the enterprise is prepared by the direct manager of the facility. Then a work headquarters is created with the involvement of officials. The heads of the created departments are selected and the development of measures for civil defense is carried out. The head prepares a special standard regulation on the civil defense headquarters, which must be studied by all employees working at the enterprise.

Civil defense activities are carried out by an authorized employee appointed by the direct management, who performs the solution of tasks to ensure the safety of citizens.
At fairly large in size, modern operating industrial facilities, the planned activities in a peaceful period of time are carried out by the Deputy Chief for Civil Defense, who develops a detailed plan for the dispersal of personnel involved in the work in emergency situations.
