An order on the conduct of civil defense in an organization is an important document that is prepared by the head of an existing factory or plant. They also appoint an authorized employee to solve planned tasks for civil defense and emergency situations at the facility.
Document No. 687, prepared by the Ministry of Emergency Situations of the Russian Federation, contains a standard provision on civil defense in an operating organization. The standard provision indicates the main important measures that must be taken in an emergency.
The main tasks of GO are currently:
- protection of the working personnel of an industrial facility and the population living near it from sudden emergencies of different nature.
- continuation of the stable operation of the facility during a military conflict;
- carrying out rescue and other necessary work of an urgent nature in the centers of destruction, as well as in the areas of catastrophic flooding that occurred.

The head of the civil defense facility of an industrial facility is its immediate manager, who in turn reports to the head of the civil defense of the city to which the enterprise belongs geographically. The manager prepares the following important documents:
- Order on the creation of a civil defense headquarters.
- An order to conduct briefing on civil defense of newly hired employees.
At fairly large industrial facilities, such events are carried out in a peaceful period of time by the Deputy Chief for Civil Defense, who develops a detailed plan for the dispersal of personnel involved in emergency situations.
